How to merge PDF files without uploading them anywhere

Most online PDF mergers upload your files to their servers. Here are private ways to combine PDFs on Mac, Windows and in the browser — with nothing uploaded.

Need to combine a contract, an ID scan and a signed form into one PDF? Most “free PDF merger” websites work by uploading your files to their servers, processing them there and sending the result back. For sensitive documents, that is a real risk — and many companies forbid it.

On a Mac: use Preview

  1. Open the first PDF in Preview.
  2. Choose View → Thumbnails to show the page sidebar.
  3. Drag the other PDF files from Finder into the sidebar, where you want them to appear.
  4. Choose File → Export as PDF to save the combined document.

On Windows

Windows has no built-in way to merge PDFs: “Microsoft Print to PDF” can only print one document at a time. You need either paid software or a tool that does the work locally.

In any browser, without uploading

Modern browsers are powerful enough to merge PDFs themselves. With a tool that runs entirely in the browser, your files are read from your computer, combined in the browser tab and saved back to your computer. Nothing travels over the network — you can even disconnect from the internet once the page has loaded.

How to tell if a website uploads your files

  • Watch for an upload progress bar. If a large file shows “Uploading… 45%”, it is going to a server.
  • Try it offline. Load the page, turn off Wi-Fi, then use the tool. If it still works, the processing is local.
  • Read the privacy policy. Look for phrases like “files are deleted after one hour” — that means they were stored.

Need only some pages?

Merging is often paired with extracting: keep pages 1–3 of one file and page 7 of another. Split the PDFs first, then merge the parts in the order you want.

Frequently asked questions

Can I merge PDFs on an iPhone or iPad?

Yes. In the Files app, tap Select, choose the PDFs, tap the More (…) button and choose Create PDF. The files are combined on the device.

Is there a limit on pages or file size?

With a browser-based tool, the limit is your device's memory. A typical laptop handles documents of several hundred pages comfortably.

Will links, bookmarks and form fields survive?

Page content, text and images are kept exactly. Interactive form fields and the bookmark outline may be simplified when documents are combined, depending on the tool.
